Most waves are formed in a medium, consisting of particles, eg. water

* Electromagnetic waves passing through the vacuum of space?

* At least the old "ether" theory provided a medium.

If photons have mass, they don't need a medium.

Gamma photons kick electrons of the surface of metals, but never radio photons. Both go at c,but large waves do not have the punch like very short waves. Get the picture. TreBert
