Default Use blackout to call for less lighting

The blackout can and should be used by astronomers to lobby for less
lighting--billions of watts of electricity are wasted by being directed
upward and increasing the drain on the electrical grid. Just don't tie
it to astronomy as every state except Arizona considers astronomers just
another special interest group.
