Default Places with Best Average Seeing ?

which are the places with best average seeing conditions on Earth ? I'm
planning for my next few years travels and would be interested to learn of
any such places. I'm a skier, sailor and mountain climber so mountains,
volcanos and islands are ok. Just can't find any good resources on seeing
conditions ouside the USA.
