Assuming external vacuum, whether it is 100m^3 at one bar, or 1m^3 at
100 bar, the pressure vessel or balloon will weigh the same. In
practice the high pressure vessel will weigh less due to reduced sealing
bladder requirements and a greater and rigid shell thickness which will
enable reduced margins. I am of course assuming a spectra balloon
shell, spectra pretty much having the best specific strength of modern
materials, even so it would still weigh more.
