Bush's increase of troops
The Russians used to be known as 'the Russians are coming!'
While South Korea and other countries plan their 3 troops to leave, even the UK is planning to leave from Iraq, Bush is sending in more troops. Basically pretty much everybody is leaving. The Americans won't ever leave - Bush announced and he explained: ever means not ever.
