their own , when NASA* pulled out of Giotto, ESA went ahead anyway.
This was one the USA's most stupid space flight decisions .

This was one the USA's most stupid space flight decisions .
Yeah, ESA's learned not to count on US to be reliable. ESA was interested
in and paying for, adapting the X-38 CRV for launching on the Arianne but
whaddya know? The US unilaterally cancelled the program.!
You can read into that decision our lie about wanting to cooperate with
Europe. Actually we want to dominate space for strategic military/industrial
power reasons. nasa blockades space and doesn't want CATS.
It's way to soon to say Europe can't leapfrog us. But if they won't, China
will.
