Using the speed of light to meaure distance in all frames requires the
assumption that a clock second is an interval of universal time in all frames. Unfortunately SR also asserts that the passage of a clock second in one frame does not correspond to the passage of a clock second in another frame....this means that a clock second is NOT an interval of universal time. What this mean is that different observers will have different standards for a meter length. However, the speed of light can be a measured constant math ratio in all frames as follows: Light path length of ruler (299,792,458m physical length)/the absolute time content for a clock second co-moving with the ruler. This new definition for the speed of light gives rise to a new theory of relativity called Improved Relativity Theory (IRT). IRT includes SRT as a subset. However, unlike SRT, the equations of IRT are valid in all environments, including gravity.
