Light Sails Won't Work?

Gold seems to be saying there has to be heat transfer (heat lost from photons)
to impart mechanical energy to the sail.
Whatever mechanism is inolved, though, sunlight DOES impart mechanical energy
to space objects. Vanguard 1 lost about 2 km/year in apogee to the pressure of
sunlight.
