Default moon impact-what if it hit the Earth?

The recent moon impact which I believe
NASA estimated had an explosive force
of 70 Mega tons of TNT got me thinking
what if it hit the Earth?, the atmosphere
would of reduced its size a little before
hitting the ground (or ocean )!!!!!!

who has the right to name the new crater on the moon too?
