Default Fission product rocket and GCNR

The very high ISP fission product rocket concepts I have seen use
either thin wires or tiny suspended aerosol particles of the
fissionable material to prevent too much heating of the fuel carrier.
Why not simply uses a gas core design for such a fission product rocket?
