HIC Fleeing a big city by car is a bad scenario as proven by the people
in Houston. Best to have marked safety zones. LA has the best road systems, and in reality they make long parking lots. The reality is big cities have all strong building, and stairs, inner walls lots of toilets, water stored on their roofs. Own generators, and are kept very clean. A good place to stay put,and have a bud watching the storm on a portable TV(don't go near the windows) Ask the drivers that finally got 10 miles out of Houston in 6 hours with mother-in-laws in the back seat it they would ever do it again.
