build proper levees.

About three days ago one of the news programs interviewed a guy who had
worked on the building of the levees. He said that they where designed to
withstand a class 3 storm. When asked why they had not made them to
withstand a class 5, he said that the stronger ones would not have been
"cost effective", or in otherwords, they didn't want to spend the money to
build ones that could have withstood a class 5 storm.
