Default Shift in CNN's view of US leadership in ISS

Hello

It is interesting and quite surprising to see CNN refer to ISS as "US
and Russian-led" project in

http://edition.cnn.com/2003/TECH/spa....space.future/

In the past CNN never missed a chance to state and restate that ISS is a
"US-led project". When did this shift in CNN's view of ISS take place?
After the Columbia catastrophe? Or is it simply a rhetorical attempt to
emphasize the fact that China has absolutely nothing to do with the ISS?
