Yes. The leaks are hidden in the walls or
under the road bed.

I guess what this means is that NYC can build structures near the
rivers without leaking but Boston cannot. Something like baseball
history.

indication, I would not travel any NYC
tunnel for fear of a catastrophic collapse.
