Default Kerry calls for shutting station, and grounding shuttles permanetely.

To be replaced by a study of future manned options. The present nasa funding is
to all be directed into robot operations and planetary operations. The eventual
manned launcher will be a modest rework of a apollo or gemini sized craft, to
service a small man tended station that will be robotically operated much of
the time. Just a occasional service call for repair and resupply.
