Default If the shuttle had been better built where would we be today?

Lets imagine the shuttle design hadnt been a cost cutting one Say with liquid
fly back boosters. perhaps eletric motor driven sufaces rather than APUs and
hydrazine

With a ideal design how much would that have inmproved safety, and kept costs
down?

Lets say Nixon was pro space and decided to fully fund tghe apollo successor
just how great could it have been?
