That is a very interesting piece about what needs fixing at NASA; but
who is going to be the first to find out if the "speak up" idea is the
real policy, or just more window dressing?
A lot of people took Mao's "Hundred Flowers" campaign to heart and
criticized the government's policies- then they were dragged away and
never seen again; Who at NASA wants to find out what happens if you
actually do criticize the management levels above you? Do you get tagged
as a troublemaker, and become a marked man as far as promotions and
workforce layoffs go?
