Extremely interesting. Can someone expand upon the importance behind
understanding frame dragging?

It's a prediction of Einstein's General Theory of Relativity. Google
Lense-Thirring effect. A satellite called Gravity Probe B is in orbit
specifically to investigate this. See http://einstein.stanford.edu/

Yeah, and confirmation of frame-dragging would help support General
Relativity. For novices out there, general relativity has some people
trying to pick away at the foundation.

I am famaliar with the other experiments, and the relation to Relativity,
but I am not clear "what it all means".

Verification of frame dragging would deal a blow to many people
currently looking to disprove GR. It would basically lend further
proof that GR is "on the right track". That's not to say that
additions or modifications to the theory might occur in the future.
