Shrinking an Image in the X-Direction (Paint Shop or MS)

Default Shrinking an Image in the X-Direction (Paint Shop or MS)

Is there a way to shrink a jpg image in the x-direction with Paint Shop or some
easily obtainable product such as MS Paint or other MS product? Best I could find in
Paint Shop was a perspective shrink, but it produces a triangle for an image.
