Default Cheap telescope for peeping

Hey I have a good view of a high-rise apt. complex and have been thinking of
setting a telescope up. I assume I can get something cheap and it will be
usable, since the distance isn't that far. Will a cheap Walmart telescope
be ok? I'd like to eventually mount a camera or camcorder if it's worth
doing, but want to get an indication beforehand. Thanks.

What, in your opinion, is "cheap"?

And ... reading between the lines ... I assume you want a scope to look
into other folks apartment windows.
