Humanity has never defined time by the Earth's rotation,they had however defined the Earth orbital period in terms of the Earth's rotation and visa versa where,to the nearest day/rotation, they settled on 1461 days/rotations for 4 years/annual orbits or roughly 365 1/4 rotations per year.
The accumulative variations across the 1461 natural noon cycles when divided equally would give a 24 hour period and this is the closest humanity has ever come to equating daily rotation with the timekeeping average where the Earth turns at a rate of 15 degrees per hour regardless of latitudinal speeds.
The 'leap second' mob are merely children playing around with astronomical references for which they are not qualified to comment on for even to an impartial observer if the 'solar vs sidereal' script is throwing up a hideous divergence between days and rotations then there is something hugely wrong. The abrogation of responsibility doesn't fall on those who conjured up a new non astronomical story based on idealized rotation once in 24 hours back in 1820 but rather those who now know how the terms 'average' period of 24 hours came to serve as 'constant' rotation within the calendar framework and the external references which created that system.
No use in behaving like deer caught in the headlights,this issue is bearing down and although it would come under the glare of ethics due to the jettisoning of the 'solar vs sidereal' script for an even worse fictional script which blocks appreciation of timekeeping and its roots in astronomical cyclical motions,I would like to believe that the productivity on offer from adopting the proper principles would bring support for the actual systems.
