Default Japan wants independent manned space program

The Japs now want indepedent access to space and they're, just like
Europeans, building on their ATV experience to turn this into a
reality. First the ATV, then pressurized cargo, then pressurized cargo
return followed by manned space capability.

The more the merrier, I would say!
