Default Escape velocity applies only to matter that can slow down but not tolight that cannot lose speed in empty space...

Black holes are for matter such as a neutron star matter that will
never escape. Light is not slowed from C and has no escape speed
applicable to it. Light is different from matter in that it is never
slowed from its C when matter will slow.
