Default NASA and commercial RLVs

NASA and the Air Force are interested in them it seems:

It will be interesting to see what form such a concept will take, but it
sort of sounds like they are tending towards something like a evolved
SpaceShipTwo concept here.
Maybe the AW&ST "Blackstar" two stage mini-shuttle was prescient.
