NASA already buys its hardware from private industry so "commercial
space launch services" can only mean a relaxation of NASA's influence on the design specifications. But NASA's specs are already too loose (on the shuttle and Ares 1 for instance). I predict safety will suffer if we go over to privatized crew launch services. The right thing to do is restrict commercial space launch to cargo only and pay only for successful delivery. The airline industry was paid for MAIL transport in the early years! i.e. cargo only! |

I thought this was the proposal?
Actually, I'm rather surprised there is no large up AND down mass proposal by now.
