Hey... it's the only way to be sure. ;-) Joking aside, this would let you use a TOW as a dual-purpose weapon...you could hit a tank with it or fire it into a enemy installation to destroy its electronics via the EMP effect without needing to change its design in any way. I would guess that around 95% of the RPG-7's ever fired in combat were never aimed at a armored vehicle, but simply for their explosive effect on impact, hollow-charge warhead or not.
