Anyone know what the small gizmos that look like tank turrets along the
base of the solar array housing do?
They almost look like they have levers on them for EVAing astronauts to
move in some way:

(very nice shot of the repairs on that photo... that was top notch work
on both the part of the astronauts and the team that came up with the
repair strategy.)

look like tank turrets along the base of the solar array

I assume you are talking about the big round can that holds the solar
array trusses. It is interesting how they can fold up the truss and then
get it to deploy one segment at a time, but that is why they get the big
bucks.

They're the Beta Gimbal Housings.

Those are the blanket-box latchs/locks... They're motorized & rotate by
command, grabbing pins on the out-board half of the blanket-box.
