Default O2 Candle issues

What's all this I hear (I'll have to see what's on the regular news channels
later) about the Russians trying to get the US to agree to lighting O2
candles without the protective thermal shields (developed in response to the
Mir fire?)? During the last Elektron failure, it appears that they were
very close to risking another fire when nobody could find the shields for a
while---
