Default Changing orbital planes, Shuttle

Two Qs.
If the Shuttle was in low-earth-orbit at an inclination
of 51 degrees, and wanted to change to an inclination
of 28 degrees, how much 'delta velocity' would be needed?
When in orbit, how much capacity for 'delta velocity'
does the Shuttle have?

Depends on mission and payload, whether RCS crossfeed is employed. Baseline
figure is 1,000 fps with a 65,000 lbm payload.

the reason I asked...
Someone suggested that the Shuttle be put in an ISS type orbit,
,for using the ISS as a possible lifeboat, then moving to another orbit.

Clearly, not do-able.
