the reason I asked...
Someone suggested that the Shuttle be put in an ISS type orbit,
,for using the ISS as a possible lifeboat, then moving to another orbit.

Clearly, not do-able.

Depends on mission and payload, whether RCS crossfeed is employed. Baseline
figure is 1,000 fps with a 65,000 lbm payload.
