Because the Constitution basically says that each house in the
legislature controls its own rules and budget. The rules assign
office staff to those positions, so they get paid for out of the
operating budget.

....Not so. According to what we were told back when I took my course
on the "Sociology of Nuclear Warfare" under Dr. Les Kurtz, during the
development of the Cold War Civil Defense plans, certain contingencies
were added to the general plans to allow for sending unrequested aid
to a disaster area should the local government be totally
incapacitated, rendered incommunicado, or outright sent to join the
Choir Invisible en masse. This would require the order of either the
CD commander, the President, and/or an surviving non-local official in
a higher level of government whose responsibility set includes the
affected area, but help *would* be sent. Granted, there would be a
delay, but nothing along the lines of what we saw following Katrina.

And yes, those same CD contingencies were also adapted in the early
60's to deal with Cat-5 hurricanes and earthquakes on the urging of
LBJ following some of the strong ones that hit the Texas coast...

The cutoff is at the State level. A disaster big enough to
incapacitate an entire US State government is pretty unlikely.
Something that big you're probably going to get nationwide martial law
anyway.

Still, you probably wouldn't want her as a friend. Especialy a friend
you make phone calls to.
All in all, I wish Bush did more screwing in the Oval Office, and less
with the Bill Of Rights.

No, not if I was going to suborn perjury from her. But then, if I did
that, *I* wouldn't be much of a friend.

How good a "friend" was Monica? What loyalty did Linda have to her
that justified committing a felony, as she was being asked by Monica
