really? Ok, I'll buy that for many low earth orbit satellites, but surely
this isn't the case for anything geostationary? They're at, what, 36,500 km
altitude?

That's correct; and the GPS satellites dip in and out of them. I'm not sure
if my previous messages on this point got through to Usenet at large.
Private industry has satellites inside the Van Allen belts and so there is a
large body of information, which NASA cannot control, about how that
phenonenon behaves.
