the photon energy loss up to a photon propagation time (accumulated)
of 10 1/2 years. And in my understanding the reported frequency
drift - of this anomaly - is an excess redshift or lower then
expected frequency, hence the negative 'velocity'.

I can speak from personal experience: your understanding is incorrect.

Why?

Because almost every single interpretation in your paragraph above is
incorrect. The procedural aspects of the Pioneer 10 analysis are not
open to interpretation. I.e., the frequency residuals are not
cumulatively summed, the light travel time is not summed, and your
interpretation of redshift is incorrect. I can state this because I
have done the analysis myself and confirmed the results of the
Anderson paper. Therefore your tired light conclusions are
irrelevant.
