Wong direction. The only way to get things done in America is to call it a
national defense project. Move NASA's budget and more into the DoD one and
all the money issues automagically go away.

I have been against surrendering sovereignty until this administration came
along and desecrated what little was left of the Constitution.

My impression has been that US attitude towards Kyoto agreement has been
dictated by long term general unwillingnes by various administrations to
subject the country to any regulation by an international entity - any
entity on any subject. This is certainly the impression one is likely to
get. Then again, as I'm not all that interested in usaian politics I
admit that this is merely a not-too-well-informed opinion.

Whatever the reason for the article 17, the point is that this question
has been addressed.
