Gene Krantz is on camera saying that. He's a good guy.

What's even more ironic is that, as described in the following paper, the
original raw downlink of the Apollo 11 EVA has been misplaced.

....We discussed this not too long ago after it was shown that fracking
Polaroid instamatics taken of the monitor screens at HSC were clearer
than what we saw on TV at home.

[Makes mental note to check and see if the "kinescope" method was use
for all B&W flights, or if the color ones were NTCS or something along
those lines]

I have the Apollo 11 DVD, and it has it - must be from a different
copy.

....No, it doesn't. Go read that link and do the comparison between the
aired footage and that Polaroid. About 50% of the ghosting and noise
is absent in the raw downlink. Remember, the way everyone saw it -
including those at JSC - was that a normal NTSC B&W camera was pointed
at a monitor, which was necessary because the scan rates for the A11
TV cameras were to different to allow for ease of conversion to
standard NTSC or even PAL/SECAM.

You're right. After I read that, I understood the different formats.
The DVD must be made from the kinescope made at Houston of the
scan-converted broadcast.
