Default Automatic NASA budget increases

"Ultimate Buu" Why doesn't NASA get automatic
budget increases equal to the rate of
inflation to prevent it from becoming overburdened and overstressed by

the
withering of its budget. Lawmakers could then focus on real budget

increases
(or cutbacks) with subsequent redefinition of NASA's goals.

That because back in the days of Goldin and Gore, Gore was in charge of
making the government more lean and Goldin stepped forward as a good soldier
and volunteered to take his agency (NASA) in the forefront of this effort.
