Default FL Today: "Bid-fraud probe intensifies "

FL Today on a 6 million USD construction fraud matter at KSC:
http://www.floridatoday.com/!NEWSROOM/localstoryN1113KSC.htm

If this is what Olson Electric plead guilty to, what was the actual scope of
the fraud they didn't? What is the implication of "The inspector general
also reported in 2000 that, in winning the contract, Olson had submitted a
bid identical to NASA's own in-house estimate."? Who isn't getting proper
legal attention on the other side of the deal?
