How about the Aeronautics side of NASA? Lots of good research gets done on
that side of the house, but you don't see them building *the* next
generation aircraft. Instead, they do the research that makes the next
generation of aircraft possible.

How about unmanned space probes? At least they have been able to get out of
LEO a few times since the early 70's. The US manned space program has been
stuck in a rut since ASTP. For that matter, the Russian space program has
been stuck in a rut since about Salyut 6.
