Not as far as I know Robert. The TAL is Russian made, the Helios (et al), are Chinese (Synta made
??)

I have a Helios 200mm F5 and Im very pleased with it.

Yes Tal is Russian and they have an official website
http://www.telescopes.ru/ I have a Tal 100R and find it excellent for
planetary work. The mount is OK but not brilliant, but the optics are good.
It's a well made piece of equipment (the only plastic on mine are the lens/
eyepiece dust covers!)
