This is still a partial success for reusability. Every flight like
this, even if it's not successfully recovered, builds their knowledge
base and helps them to work out issues. Doing this over the ocean makes
sense in that you're not endangering any (expensive) facilities or
people at Cape Canaveral Air Force Station or KSC.
