Unclear. There is mention of space tourism, but also the Google Lunar X-Prize. There's more on ARCA, the E-111 and HAAS II Rocket he http://en.wikipedia.org/wiki/ARCASPACE and he http://www.googlelunarxprize.org/ No government funding, eh? Well, they can build models and make drawings then...but the key will be finding the legendary Romanian "Strewgeegee", the brown bear that excretes gold coins instead of dung. Apparently the rocket-plane portion of the concept is the most recent (this year). Originally the HAAS rocket was to be launched from a high altitude balloon. But delays over balloon development prompted the sea launched rocket plane idea! (?) We need to send William Mook over to help them out with their big project. They would fit together like hand and glove. ;-) He will be particularly fascinated by the fact that ARCA's headquarters is in a old castle, and that the members of the group do not cast a reflection in mirrors.
