It looks to me that they need the second Orion for its propulsive
component too (its second Service Module), not just storage for extra
food and water. If it were just needed for storage for the long
flight, an MPLM or ATV pressurized module would do just fine, and
could be bought off the shelf. (ATV itself could be a good alternative
if NASA wants to make it an international flight.)


ATVs are not exactly off-the-shelf; rather, built-as-required. Also,
the standard ATV includes propulsion, though not high-thrust.
