Default Space Access 10 Conference Paper On A NACA Approach

Today Obama gives his speech to the NASA community at Kennedy.
I wanted to also take the opportunity to post a link to an important paper
presented at last week's Space Access Conference.

It appears that Charles Miller and Doug Comstock at NASA have been giving
some serious thought about NASA's role in space development. There are some
interesting tidbits in this paper. As I posted to Rand Simberg's blog it
seems eerily similar where we are in space exploration to where we were 100
years ago in aviation. Remember in 1910 there were no commercial airlines,
aeroplanes were largely viewed as these crazy contraptions you might be lucky
enough to see at a state fair. They seemed to be the nutty past-times of either
the well-to-do or a few crazed amateurs that didn't care if they got killed by
their toys. Everyone knew REAL travel was by horse or train, or for the
adventurous, the automobile.

This sort of plan is something that I've believed in for quite a long time.
NASA should be developing the technologies for next generation launch
vehicles, fuel depots, and etc. but should let private industry actually fly
and operate them.
