After developing and flying the Skylab toilet, NASA decided that the shuttle needed an entirely different design. Unfortunately, the new design didn't work very well. On top of that, NASA spent even more money developing an EDO shuttle toilet because the original shuttle toilet was unsuitable for the longer EDO missions. I guess they just gave up on designing a US made ISS toilet and bought Russian hardware instead. Anyway the ISS toilet has now been fixed: True.
