But with lasers, the two systems can become one in the same. And with civilians becoming the defensive weapon of choice for so many of our adversaries, lasers can do things nothing else can. For instance an armored column surrounded by hundreds of human shields. A laser can be scaled to stop every vehicle without killing everyone.
