Depends on the size of the ISS modules. Depends on whether or not you
are willing to accept that something other than magic connects the ISS
modules to ISS.

If the ISS had a little orbital tugboat, the modules could be launched on
anything, then an astronaut in the tugboat would go and retrive it, and

The issues involved in using any ELV to launch ISS modules (originally
designed for luanch on the shuttle) has been discussed here many
times.

The bottom line is that it's hard, if you don't want to redesign the
ISS modules.
