Hyde Park in London has a long tradition of free speech - since the
Public Parks act of 1872. There is a speaker's corner there and by
British tradition, anyone can say nearly anything they like and have
an audience.

Now, when speakers discussed subjects that the authorities would
rather not have discussed, because of this tradition, they found it
difficult to just go out an arrest someone - due to public backlash.
So, authorities developed less direct methods to end the discussion of
those they'd rather not have speak freely. This included baiting the
speakers with angry audience members. Sometimes two people would be
planted in the audience and one would use foul language, shouting
obsenities at the top of their lungs. Another would shout back, if
they couldn't get the speaker engaged. They might even have fights,
or pick pockets of other audience members, anything to draw the
attention of police and cause the speaker to be arrested, turned out,
or otherwise shut up - for reasons OTHER than his or her speaking.
Even if the speakers are not arrested or deterred from speaking - the
audience frequently was! A Victorian gentleman or lady might listen
to a speech, but when disrupted by hooligans shouting obscenities, it
put a bad light on the whole proceeding - and many otherwise
interested parties, just moved on.

In the modern era thse techniques go by the term 'rat****ing' - modern
information wafere techniques carry it to the next level.
