My general proposal would be to attempt to build General Power's 14.9
billon dollar(2003) plan

with the savings from not flying Apollo etc. .
The total proposed transfer through 1969 is $93,100,000,000 (2003). So
we have a $78,204,183,060.96 (2003) cushion to absorb the General's
cost overurns.
