There are a couple of reasons organizations mark materials this way.
The first reason is to avoid keeping obsolete (and therefore probably
technically inaccurate) information around. That just leads to
institutional miscommunication, misunderstanding and mistakes. A second
reason is to ensure that surplus material isn't kept around taking up
space in libraries and technical repositories, space that is better used
for more-current information.

I suppose it never occurred to the seller that getting a waiver from
Grumman/McDD-Boeing, and then selling photocopies would realize a
greater profit than trying to hawk these items.

Buyer might. But I'm uncertain of the need for licensing... if it's done
for a gubmint contract, it's almost always public domain. Not ahving
looked at the items, are they meant for corporate employees, or NASA?

i'm sure a failed engineer/failed publisher can bid a hillery $3
bill. go for it!
