Yea, they are playing the odds, but it's not like the brakes in your
car being bad and driving anyways, it's more like knowing your
windshield will not survive a bird flying into it ( and therefore
killing you ) but you drive the car anyways, but the chances of a bird
flying into your windshield are very small, but still there.

just now the head of the agency decided to wear that hat, wether or not
this flight is successful the program will have another accident with
management like this

This is like going out in your car when you KNOW the brakes are bad...
play the odds they will stop ok

The Ice/Frost Ramps, which they say they'll change in time for
STS-117.
